    Working Conditions in Central Public Administration

    During the last few decades, public administration workers have been subject to a number of structural, modernising reforms, in a framework often designated as ‘new public management’. The current economic and financial crisis has also meant that the steep rise in public debt has prompted many authorities to try to reduce public expenditure by introducing freezes and reductions in pay and employment for civil servants. This report sets out to provide an overview of the main causes and reasons for change in central public administration in the European member states plus Norway. It also looks at the impact these changes have had on the sector\u27s working conditions, as well as exploring how this situation is expected to evolve

    e-Governance has recently emerged as a new field of interest for both researchers and public policy makers. This has to do in the first instance with the rise of information and communication technologies and with the strategy for promotion of the information society. It also reflects growing interest in the capacity of various forms of governance to manage complex development issues and facilitate decision-making in the era of globalization. The potential of e-Governance extends from improvement of public services at the various levels of administration to empowerment of community engagement within decision-making processes. e-Governance is also of manifest relevance to questions such as the digital divide and democratic participation. Metropolitan areas in particular are considered to be at the centre of the developmental process. They thus become the appropriate spatial level for the implementation of development programmes aimed at enhancement of competitiveness and employment. New forms of multilevel metropolitan governance emerge, in response to the economic and institutional transformations occurring in them. e-Governance represents a new challenge for metropolitan governance and in particular for development programming. In the context of the EU structural regional policy, development programming in Greece identifies the development of metropolitan areas as one of its main policy objectives. e-Governance is in any case a basic component of the Information Society strategy. This paper examines the implementation of e-Governance in the Thessaloniki metropolitan area, in the specific context of development programming. From this starting point, lessons are drawn for the necessity of e-Governance as an element of metropolitan governance.

    Public employment and regional redistribution in Spain

    We study the determinants, beyond the process of decentralisation, of the regional allocation of public jobs by the Central Government and the increase in the number of public employees at the Regional Governments in Spain during 1990-1999. Using standard panel data econometric procedures we show that the Central Government might have been increasing the number of public jobs in those regions with lower levels of GDP per capita. Also we show that the number of public employees is larger in those regions in which there has been a coincidence between the political orientation of the ruling parties in the Regional and Central Governments. Finally, we find that political variables might explain part of the increase in the number of public employees in the Regional Governments, together with the process of decentralisation and GDPpc.Public Employment; Regional Redistribution; Fiscal Policy Instruments

    The Political Economy of Decentralization in Thailand - Does Decentralization Allow for Peasant Participation?

    One of the most important issues in rural development is empowerment and entitlement of farmers through participation. Decentralisation and participation are seemingly interdependent. Therefore, the paper begins with a theoretical discussion on the cause and effects of this interdependence. Decentralisation is often advertised as means to better incorporate the views and wishes of local actors. Yet, a decentralization process is no guaranty for political participation of local actors. The state induced decentralisation process in rural Thailand serves as an example to investigate forces that hamper or facilitate political participation. Change and uncertainty are inherent of political systems and the agricultural sector. Hence, this paper focuses in particular, on the last two politically turbulent decades in Thailand and its impact on political participation in rural Thailand. The Tambon Administration Organization (TAO) as one means of and likewise outcome of the decentralization process will serve as an example to discuss the effects of decentralisation on participation in the TAOs, using the concept of accountability. After increasing decentralization at the end of the 90s the last decade was coined by centralization policies. The ongoing political unrest could potentially trigger a new wave of political decentralization. However, the real reason for decentralization is not to distribute power but to maintain central effectiveness.
